What is an NOC (No Objection Certificate)?

A No Objection Certificate, or NOC, is a document issued by the property developer confirming that they have no objection to the transfer of ownership from the current owner to a new buyer. In Dubai, obtaining an NOC from the developer is a mandatory step before any resale transaction can be completed at the Dubai Land Department (DLD).

How the NOC Works in the UAE

When selling a property in Dubai, the seller must request an NOC from the original developer of the building or community. The developer will issue the NOC only after verifying that:

  • All service charges are fully paid — no outstanding balances on the unit.
  • No pending maintenance issues that could affect the transfer.
  • The seller’s identity and ownership are confirmed through their records.

The NOC typically costs between AED 500 and AED 5,000 depending on the developer. Some major developers like Emaar charge AED 1,000 for a standard NOC (valid for 30 days), while others may charge more. Processing time ranges from one to five business days, though some developers offer same-day service for an additional fee.

Practical Example

You are selling your apartment in a Sobha-developed community. The buyer is ready, and you have signed the MOU (Form F). Next, you apply for an NOC from Sobha, paying AED 1,575. Sobha checks your account: service charges are current, no violations on record. Within three business days, the NOC is issued. You then proceed to the DLD trustee office with the buyer, present the NOC, and complete the ownership transfer.

Why the NOC Matters for Investors

Without the NOC, no property transfer can take place in Dubai — the DLD will not process it. The NOC also serves as a final check that the property is clear of encumbrances from the developer’s side.
