In Dubai, handover is a structured process governed by the terms of the Sales Purchase Agreement (SPA) and RERA regulations.

How Handover Works in the UAE

The handover process typically follows these stages:

  • Completion notice: The developer notifies buyers that the project has received its Completion Certificate from the relevant municipality.
  • Final payment: The buyer pays any remaining balance due on handover (e.g., the final 40% in a 60/40 payment plan).
  • Snagging inspection: The buyer (or a hired snagging company) inspects the unit for defects — cracked tiles, paint issues, plumbing leaks, electrical faults, and compliance with the specifications in the SPA.
  • Defect rectification: The developer fixes any identified issues, usually within 30-60 days.
  • Key handover: Once all payments are cleared and snags resolved, the developer hands over keys, access cards, and parking permits.
  • Title Deed issuance: The Oqood registration converts to a permanent Title Deed in the buyer’s name.

Your off-plan apartment in Dubai Hills is ready. The developer sends a handover notification and schedules your appointment. You hire a snagging company (AED 1,500-3,000) who identifies 15 items: a chipped countertop, two misaligned cabinet doors, and some paint touch-ups needed. The developer addresses them within three weeks. You return, verify the fixes, pay the remaining AED 400,000, and collect your keys. Within days, your Oqood converts to a Title Deed.
