A construction-linked payment plan is the closest thing Dubai off-plan offers to risk alignment between developer and buyer, and it is slowly being replaced by the time-based plans developers prefer.
Under a CLP, instalments from the buyer are tied to verified stages of construction rather than a calendar: 10% on booking, 10% on excavation, 10% on 30% completion, 10% on 50%, and so on. The DLD-appointed engineer certifies each stage and triggers the payment request. If the project stalls, payments stall. If progress accelerates, payments accelerate. The buyer’s exposure moves in lockstep with the physical build.
Developers have spent the last three years quietly shifting the market toward time-based plans because construction-linked plans create cash-flow volatility they cannot control. A mid-tier Dubai South project I reviewed in 2024 used a hybrid plan: 70% construction-linked, 30% time-based. That’s still better than pure time-based, where the buyer can easily be 50% paid against a structure that is only 20% built.
Ask for the full payment schedule before the reservation cheque clears. If it is purely time-based on a project without a proven delivery track record, you are taking more risk than the brochure implies.
