In Dubai, interim registration means recording your off-plan purchase on the DLD’s Oqood system before a final title deed exists. Once the SPA is signed and the booking payment clears, the developer has a legal obligation to register the unit in your name on Oqood. Until handover, this is the document that proves you are the buyer of record. It shows up on the Dubai REST app under your name. It is also the document you need if you decide to sell on the secondary off-plan market before completion.

A client in 2024 wanted to flip a Dubai Creek Harbour unit at 60% construction progress. The resale stalled for three weeks because the original developer had never actually filed the Oqood registration, despite taking two milestone payments. The deal eventually closed, but only after direct DLD intervention.

Check your Oqood certificate within 30 days of signing the SPA. If it is not in your name by then, the developer is being sloppy or worse.
