What is Community Management?

Community management refers to the professional administration and maintenance of residential or mixed-use developments on behalf of property owners. In Dubai, community management companies — also called property management or facilities management companies — handle the day-to-day operations that keep buildings, common areas, and community infrastructure in optimal condition.

How Community Management Works in the UAE

Under Dubai’s Strata Law, community management is structured as follows:

  • Appointment: The developer initially appoints a community management company when the project is completed. After formation of the Owners’ Association (OA), owners can vote to retain or replace the management company.
  • Scope of services: Cleaning common areas, landscaping, swimming pool maintenance, gym equipment upkeep, elevator servicing, pest control, security personnel, CCTV monitoring, building insurance, fire safety compliance, and waste management.
  • Financial management: Collecting service charges from owners, preparing annual budgets, managing the sinking fund, and providing financial statements to the OA.
  • RERA registration: All community management companies operating in Dubai must be registered with RERA and comply with its operational standards.
  • Reporting: Regular reports to the OA on maintenance activities, financial status, and any issues requiring owner input or voting.

Practical Example

A 300-unit community in Arabian Ranches is managed by a RERA-registered company. The annual budget is AED 4.5 million, funded by service charges averaging AED 15 per sq ft. The management company employs 12 full-time staff (security, cleaning, landscaping), contracts specialized vendors for elevator and pool maintenance, and maintains a sinking fund of AED 1.8 million for future major works. Owners receive quarterly financial reports and attend an AGM where the budget and management performance are reviewed and voted upon.
