If you only look at the headline price of a Dubai launch, you will lose to buyers who know how to read the incentive stack.
A developer incentive is any non-price benefit offered by a developer to move inventory: DLD fee waiver, extended post-handover payment plan, furniture package, rental guarantee, service charge subsidy for two or three years, free parking, Golden Visa eligibility assistance, or cash rebates at handover. On a single unit the total stack can add up to 10-15% of sticker price, which is often where the real negotiation lives. Developers rarely drop headline price on launch units because it anchors the wrong number for the rest of the release.
On a Dubai Hills villa launch earlier this year, the sticker price was flat between week one and week three, but incentive mix improved materially. A client who waited 11 days picked up a 4% DLD waiver, 12 months of free service charge, and a AED 60,000 furniture credit. Net effective discount: around 7.5% of sticker.
Treat any incentive as equivalent cash. Build a spreadsheet of all offers on the same unit type from competing launches. The real comparison is net-to-buyer, not headline-to-buyer.
