The No Objection Certificate is a document issued by the original project developer confirming they have no objection to the sale or transfer of a specific unit. It confirms that service charges are paid up to date, no material breaches exist against the unit, and the developer is aware of the incoming owner. Without an NOC, the trustee office will not process the transfer. Every Dubai resale, almost without exception, pauses for the NOC step.

NOC fees vary wildly by developer. Emaar charges around AED 1,500. Some smaller developers charge AED 5,000 to AED 10,000 and can take two to four weeks to issue, during which the buyer’s mortgage rate lock may expire. On an AED 4.2M resale in a mid-tier Dubai South tower last year, the NOC took 29 calendar days and the buyer had to renegotiate his mortgage terms.

Ask the seller for a current service charge statement before signing Form F. If there are unpaid charges, the NOC will not issue until they are cleared. Better to know before the deposit moves.
