Rockefeller Tower on Sheikh Zayed Road: 400 Metres or 372?

Rockefeller Tower on Sheikh Zayed Road: 87 storeys, two heights and a 2031 target

An 87-storey office tower has been announced for Sheikh Zayed Road, between the Business Bay and Burj Khalifa/Dubai Mall metro stations. The launch announcement puts its height at 400 metres. A separate published report gives 372 metres. Both sources agree on 87 storeys and a planned completion in the second quarter of 2031. For buyers, that discrepancy is the first reason to read the specifications slowly.

What has been announced

LMD launched the project in October 2026 as a branded Grade-A commercial office tower. It is developed in partnership with Christian A. Rockefeller and marketed by Devmark. Launch coverage describes it as the brand's real-estate debut. The product is office space for investors and occupiers, and no residential units are part of the offer.

The planned amenities include pools, wellness and spa facilities, sports areas and shared work and social spaces. One report also mentions a padel court, restaurants, cafes and a sky business centre. All of these are planned features. Nothing described in the launch materials exists today.

The location needs precise wording

Much of the early social media coverage places the tower "in Business Bay". The launch announcement is more specific. The site sits on Sheikh Zayed Road, with metro access at two stations on the Red Line corridor. We describe it as a planned office tower on Sheikh Zayed Road near Business Bay. That wording matters, because an investor comparing it with Business Bay residential stock is comparing two different products in two different submarkets.

Two heights, one tower

The 400-metre figure appears in the launch announcement. The 372-metre figure appears in another published report. Until the developer or a definitive technical filing settles the question, we attribute the larger number to launch materials and say the tower is reported at up to 400 metres. For an investor, the exact height changes little in the cash flow of a single office unit. It does signal how consistently the project's specifications are being communicated, and that is worth watching as sales documentation appears.

The market behind the launch

Office demand in Dubai has been strong this year. A report cited by a wire service put office transaction value at AED 15.81 billion in the first half of 2026, up from AED 5.28 billion in the first half of 2025. That is roughly three times the earlier figure. A brokerage report for the third quarter put the average Dubai office rent at AED 241 per square foot and described rents as stable, with occupiers continuing to look for Grade-A buildings that have metro access, modern amenities and sustainability credentials.

Those findings explain why a developer would pair offices with spa, pool and hospitality-style facilities. Tenants who choose between buildings increasingly weigh the working day around the desk. They look at where staff exercise, meet clients and spend the hour after a call.

The same findings carry limits. The AED 241 figure is an emirate-wide average. It is not a rent quote for this tower and it is not a forecast. Nothing published so far supports a specific rent, occupancy rate or return for the project.

A useful comparison and its limits

ICD Brookfield Place in DIFC shows how far Dubai has gone in building workplace destinations with a strong identity. It is an established mixed-use commercial landmark with an operating history, a leasing record and a different location. We use it to understand demand for high-profile offices. We do not use it as a price or yield proxy for an off-plan tower with a 2031 target.

The wider market also moves in more than one direction. In the residential segment, off-plan transactions declined in the third quarter of 2026 while resale activity rose. That is a different segment from offices. It still serves as a reminder that a new launch does not automatically ride a rising market.

What an off-plan office buyer should check

Our team looks at an off-plan commercial purchase in five parts.

Entry price and unit size

Price per square foot against comparable completed offices on the same corridor gives the first reference point. Unit size decides who can realistically lease the space later, since a small suite and a full floor attract different tenants.

Payment plan and cash lock-up

A handover in 2031 means capital sits in the project for years. Buyers should map every instalment against the construction schedule and ask what happens to payments if milestones slip.

Registration and escrow

The current project registration, escrow arrangements and sale terms should be confirmed through official channels before any deposit. Marketing material is a starting point for questions, and the registered documents give the answers.

Leasing assumptions

Any yield figure in a sales presentation should be traced back to its assumptions: occupancy, rent per square foot, service charges and the fit-out cost a tenant will expect the owner to carry.

Delivery record

The developer's track record on towers of this scale is the single best predictor of whether the 2031 date holds. A completion date is a target. It is not a guaranteed handover.

The Golden Visa question

Launch announcements sometimes lead buyers to assume that any purchase in a prestigious tower opens a residency route. Dubai Land Department states that the real-estate investor route requires a property purchase value of at least AED 2 million and official documentation. Whether an off-plan commercial unit qualifies, and how its value is treated, depends on the specific asset and the specific buyer. Anyone planning residency around this purchase should confirm eligibility with DLD and GDRFA before signing.

Where Abu Dhabi and Ras Al Khaimah fit

A premium office launch in Dubai shows the emirate's ambitions for its business districts. It does not establish a spillover into Abu Dhabi or Ras Al Khaimah. Investors comparing emirates should look at tenant depth, transport, business-district supply, ownership rules and exit liquidity for each market separately. Sheikh Zayed Road is a mature corridor with an existing tenant base. Other emirates offer different entry prices and different liquidity, and each deserves its own analysis.

Frequently asked questions

How tall is the Christian A. Rockefeller Business Tower? The launch announcement reports 400 metres and 87 storeys. Another published report gives 372 metres with the same 87 storeys. Until the developer or a technical filing clarifies, the height is best quoted as reported at up to 400 metres.

When is the tower expected to be completed? Launch coverage points to the second quarter of 2031. This is a planned date, and buyers should verify construction progress and the payment schedule through official channels.

Does buying a unit in the tower qualify for a Golden Visa? Nothing in the launch materials guarantees it. The real-estate investor route requires a purchase value of at least AED 2 million and accepted documentation. Eligibility for an off-plan commercial unit has to be confirmed with DLD and GDRFA for the specific unit and buyer.

Our team helps buyers evaluate off-plan office offers against registered documents, payment schedules and leasing assumptions. When a 2031 handover is on the table, the questions asked in 2026 do most of the work.
