UAE's Zero-Tax Era Ended in 2023, Just Not for Everyone
For years, "no tax" was the single line that sold the UAE to founders, funds and relocating executives. Then, in June 2023, a federal corporate tax quietly went live. And yet most of the businesses we talk to still pay nothing at all. That is the part people tend to miss: the tax exists, but the exemption is doing most of the work.
What actually changed in June 2023
Before June 2023, corporate tax in the UAE was narrow by design. Only banks and insurance companies paid it, at a flat rate of 20 percent. Every other company, from a trading firm in Jebel Ali to a consultancy in Dubai, operated with no corporate tax obligation whatsoever. Personal income was never taxed either: no tax on salaries, no tax on dividends paid to individuals, no tax on personal investment gains.
Since June 2023, that narrow rule has become a general one. A federal corporate tax now applies across the UAE at 9 percent, but only on annual profit above AED 375,000. Profit under that threshold is not taxed at all. The 9 percent rate is also well below what banks and insurance companies used to pay under the old 20 percent regime, so even the sectors that were already taxed came out of the reform with a lower rate, not a higher one.
Personal income tax has not changed in any of this. Individuals in the UAE still do not pay tax on salaries, on dividends, or on personal capital gains. The 2023 reform is a corporate tax, applied to companies, not a shift toward taxing people.
Why the threshold matters more than the headline
A flat percentage makes for a clean headline, but the AED 375,000 threshold is what actually determines who pays. A small trading company, a boutique consultancy, or a single-owner service business that nets below that figure in a year owes nothing under the new regime, exactly as it owed nothing before June 2023. The tax only starts to bite once a company's profit clears that line, and even then, it applies solely to the portion above it, not to total revenue and not to the full profit figure.
This is the detail that gets lost when people describe the UAE as having "introduced tax." What was introduced is a tax on a specific slice of corporate profit, sitting on top of a personal tax base that remains untouched. For a large share of small and mid-sized companies operating in the UAE, June 2023 changed very little in practice, even though it changed the law.
How this compares to what came before
The pre-2023 system was unusual even by regional standards: a jurisdiction with a functioning banking sector, insurance industry and no general corporate tax at all outside those two sectors. That structure was never going to be permanent as the UAE built out its role in global trade and finance, and alignment with international tax standards was part of the calculation behind the 2023 reform.
What is notable is how the UAE built the exemption into the law from day one, rather than taxing broadly and carving out exceptions later. Companies below the threshold were never meant to feel the change, and for most of them, they have not.
For foreign investors and business owners comparing jurisdictions, that combination, a modest corporate rate, a meaningful profit threshold, and a personal tax base that stayed at zero, is what keeps showing up in the conversations our team has with clients weighing where to base a company or a holding structure. The absence of personal income tax in particular remains a structural feature of the UAE, not something the 2023 reform touched.
Frequently asked questions
When did corporate tax start in the UAE
Federal corporate tax took effect in June 2023. Before that date, only banks and insurance companies were subject to corporate tax, at a rate of 20 percent.
What is the current corporate tax rate in the UAE
The federal corporate tax rate is 9 percent, applied to annual profit above AED 375,000. Profit at or below that threshold is not taxed.
Do all companies in the UAE now pay corporate tax
No. Companies with annual profit at or below AED 375,000 pay no corporate tax under the current rules, the same position they were in before June 2023.
Is personal income taxed in the UAE
No. The UAE does not tax personal income, including salaries, dividends paid to individuals, or personal capital gains. This was true before the 2023 reform and remains true after it.
Did the tax rate for banks and insurance companies go up or down
It went down. Banks and insurance companies were taxed at 20 percent before June 2023. Under the current federal corporate tax, the rate applicable to them is 9 percent on profit above the threshold.
Does the corporate tax apply to total revenue or only profit
It applies only to profit, and only to the portion of profit above AED 375,000 a year. Revenue itself is not the taxable base.
For investors and business owners structuring around the UAE today, the useful question is rarely "is there tax here." It is where the threshold sits, and how a given business's profit lines up against it. That is usually where a conversation with our team on UAE structuring tends to start.
